-Fixed the issue where users had to enable WIFI in order to submit web records (see below).

-"Read Phone State" permission is needed to allow all users to post web records.   This is only used by the game when a user posts a web record, so that the game can anonymously associate a device with it's respective catches in the web records system.  Personally identifiable information is never sent, shared, or stored.
